Duh, regulate it like a public health/safety issue.
"City Councilmembers Larry Reid and Rebecca Kaplan are planning to propose new legislation possibly as soon as this month that they hope will help limit the public hazards often associated with large-scale illegal marijuana growing operations.
Their plan would work like this: Oakland would sanction a small number of commercial medical marijuana cultivators, regulate them carefully, collect taxes on the revenue and, Reid and Kaplan hope, help keep neighborhoods safer."

Oakland moves from "jump" to "how high?" with industrial-scale marijuana farms
God bless this city.
"Oakland's City Council late Tuesday adopted regulations permitting industrial-scale marijuana farms, a plan that some small farmers argued would squeeze them out of the industry they helped to build.
To address concerns from smaller farmers, the council pledged to create regulations on regulating small- and medium-size marijuana farms this year."

"A number of food justice organizations are raising awareness of the unequal terrain of Oakland's foodscape by implementing programs to improve access to fresh produce and nutrition education in the flatlands. Urban agriculture is one of the strategies they employ and hope to expand to the large number of vacant and underutilized spaces throughout the city. This interdisciplinary research project integrates methods from urban geography, agroecology, and planning to examine urban agriculture's obstacles and opportunities surrounding the expansion of urban agriculture in Oakland."
